OFFICIAL RULES OF SILICON VALLEY SOCCER LEAGUE

I. RULES: OFFICIAL F.I.F.A. RULES SHALL APPLY IN ALL SITUATIONS EXCEPT FOR THE FOLLOWING MODIFICATIONS:

  1. All games will start on time. The referees will begin the games at the scheduled game time. All teams must have the goal nets and corner flags in place prior to game time.

  2. Teams playing the first game in the morning must put up the net and corner flags.

  3. The boxes are unlocked every morning, all you have to do is pull the door up.

  4. Game will be forfeited if a team is not ready to play 15 minutes past the scheduled game time. Forfeiture will  result in that team losing by two (2) goals.

  5. A team may start a game with Eight (8) players, in the case of Coed League teams may not field more than Five (5) players of each sex. Goalie can be either sex, but Eleven (11) players constitute a full team. No game may continue if either team has fewer than 8 players on the field during the course of a game.

  6. All goals will count as One (1) point.

  7. Games shall be divided into TWO (45) minute halves, with a Five (5) minute half-time. No OVERTIME will be played. 

  8. Unlimited substitutions are permitted during a game. A player may enter and leave as often as desired, after being recognized by the referees. A player may only enter the game during one of the following situations:

    1. After a goal

    2. On a goal kick

    3. Start of a half

    4. On own team's throw-in

  9. No substitutions may be made for any player who is ejected from the game. The team must play short for the remainder of the game. An ejection fine of $30.00 must be paid by the team before the start of the next game.  The ejected player is NOT ELIGIBLE to play in the team's next scheduled game following the Red card. A longer suspension may be imposed if the situation warrants. Any player who receives Two (2) Red cards over the course of the current season is not eligible to play in the remaining games of that season, and may be barred from future league activities.

  10. Any player receiving a Yellow card during a game must immediately be taken out of the game, and can not return to play until the next time a legal substitution is possible. Any player who receives 5 yellow cards over the course of the current season is NOT ELIGIBLE to play in the remaining games for that season, and may be barred from future league participation. No additions to that teams' roster can be made to replace the ineligible player.

  11. All teams must have uniformly colored jersey or T-shirts with numbers. Goalies are excluded from this rule, and must wear a shirt of contrasting color to both teams.

  12. All teams must have a player designated as team captain for each game. Team captain must be identified by wearing a captains' Arm band on her right arm.

  13. Nets and corner flags will remain setup on the fields until the last game is played.

  14. Teams playing the last game of the day must take down the nets and corner flags and put them away in the net box.

  15. All nets and corner flags will be returned promptly to the storage box after the completion of the last game so the team responsible for locking it, does not have to wait for you.

 

II. PLAYER ELIGIBILITY

  1. All players must have SVSL ID cards present while participating in their game, or they will not be allowed to play.  Playing on a guest pass is the one exception.  All SVSL ID cards must be current.

  2. All players must be at least 18 years of age.

  3. Each player must enter as a member of a team.

  4. Team roster may not exceed 22 players.

  5. Additions may be made at anytime during the season. There is a $3.00 per player charge for additions after the third week.

  6. Each team is allowed two guest players for each game.  Guest players must sign the liability waiver on the line up card before being allowed to play and show a photo ID in addition to a League GUEST PLAYER pass.

  7. All players are required to WEAR SHIN GUARDS. There will be no exceptions to this rule.

 

III.  FORFEITS

  1. If a team does not have 8 players, rostered or guests, ready to play within 15 minutes of the scheduled game time, a forfeit will be declared.  If a team forfeits two games, they may be dropped from the league.  In this case, no refunds will be given.

  2. A forfeit may be declared for unsportsmanlike conduct of a team and/or its players.

  3. Games canceled due to rain, forfeits, darkness, or any other reason, will not be rescheduled, nor will the league issue refunds.

  4. Any team forfeiting a game must pay a $35.00 fine, which must be paid before the next scheduled game.

 

IV. PROTESTS

  1. Whenever a matter of protest arises during a game, the captain or manager of the protesting team shall immediately notify the opposing teams' captain, both referees, and the league coordinator.

  2. A $30.00 fee, which is automatically forfeited if the protest is denied, must accompany each protest. A formal protest must contain the date, time and place of the game. The names of the referees and the rule and section of the official rules must also accompany the protest. A written protest must be received by the league within 72 hours of the disputed game.

  3. Complaints differ from protests in that the outcome of the game is not in question. Complaints on team conduct, field conditions, referee performance, etc. must be in writing to the league. Sufficient information must accompany the complaint for any action or decision to be made. No fee is charged for making a complaint.  Decisions will be made as soon as possible.

 

V. WAIVER

In consideration for being permitted to engage in the Silicon Valley Soccer Association and Affiliated Leagues activities of whatever nature, including, but not limited to, games, events, and projects, the undersigned member agrees to indemnify, defend, and hold harmless the Silicon Valley Soccer Association and Affiliated Leagues from and against any and all claims, actions, causes of action, obligations and liabilities for property damage and personal injury to any person, including myself, which are or could be asserted against the Silicon Valley Soccer Association and Affiliated Leagues, as a result of any acts or omissions by the undersigned.  The undersigned realizes that he or she participates in the activities sponsored by the league, including games, at his or her own risk and that the undersigned shall be wholly responsible for any injuries or other damage suffered by him or her due to said participation in League activities.
